Does the FBI need SOPA or PIPA to act?

As I'm sure many of you know the popular website, MegaUpload, was shut down two days ago with out any use of SOPA or PIPA.  It was just the FBI saying "we'll fight online piracy without those laws." This is a big problem because they are getting anyone and everyone who has ever remotely been connected with online piracy. Now that they technically own MegaUpload (even though the site is down) they have the IP Address and other information of anyone who has either downloaded or uploaded content.  If I'm correct the fee for infringement of one item is around $150,000 in US currency.  So if you've download around 5 to 8 videos from MegaUpload or a site like that, you now owe the US Government any where from $750,00 to $1,200,000.  This is ludicrous.  Also, I'm not completely sure just yet, but I believe that if you own one of these sites and are not an American citizen they are still going to try and attack you.
